 DUTIES OF MINISTRY OF EDUCATION
  1. The constitution of the People’s Republic of Bangladesh provides (Article 15 (a) basic necessities of life including food, clothing, shelter, education and medical care. Out of these five basic necessities education has got a direct link to eradicate poverty alleviation. In compliance of this constitutional obligation. The Govt. of Bangladesh started universal Primary Education in 1981 and introduces compulsory primary education in 1993. Besides, Government of Bangladesh has fixed a target "Education for All" by 2010 to eradicate illiteracy from the country.
     

    As Article 17 of the constitution of the People's Republic of Bangladesh the following provision has been made:

- The state shall adopt effective measures for the purpose of :
(a)
Establishing a uniform, mass-oriented and universal, system of education and extending free and compulsory education to all children to such stage as may be determined by law;
(b) Relating education to the needs of the society and producing properly trained and motivated citizens to serve those needs;
(c) Removing illiteracy within such time as may be determined by laws.
  • Araticle-10 of the constitution stated "steps shall be taken to ensure participation of women in all spheres of national life.
  • " In compliance of the Article 10 and 17 of the constitution terms of reference (TOR) of the Ministry of Education has been broaden in the following area:
     
5.1 To prepare a pragmatic, realistic and need based Education Policy.
5.2
To raise quality of education at all level.
5.3 To reorganize, prepare and formulate new syllabuses & curriculum for all types of education in commensurate with job market demand.
5.4 To train and motivate teachers up to higher secondary level to acquire knowledge about new syllabuses & curriculum for Govt. & non-Govt. schools.
5.5 To recruit teachers through competitive examination for all types to ensure quality of teachers.
5.6 To formulate policy Guideline for eradicating illiteracy from society.
5.7 To prepare an action plan to implement education policy with indication of resources involved.
5.8 To prepare five-year plan, one-year plan and to undertake development projects to implement education policy with the aim of quality improvement programmers.
5.9 To undertake long term, medium term & short-term training programme to train teachers up to higher secondary level.
5.10 To prepare policy programme for Female Students. Assistance and their employment to contribute for the society as well as their family.
5.11 To prepare flexible vocational training courses to with the job market demand for the dropout and unsuccessfully students.

In exercise of the powers conferred by Article 55(6) of the Constitution of the People's Republic of Bangladesh the Honb'le has approved rules for allocation and transaction of business of the Government. Allocation of Business among     the different Ministries and Division has been made accordingly
